Two Cities, Different Water Systems
Windcrest incorporated on September 18, 1959, uses ZIP 78239 and is known as the “City of Lights” for its holiday light displays. Universal City grew quickly after Air Training Command moved to nearby Randolph Air Force Base, now Joint Base San Antonio-Randolph, in 1957. Voters approved incorporation in 1960, and the city uses ZIP 78148.
- Windcrest north of Walzem Road: Bexar County WCID #10. Original Windcrest gets water and sewer service from Bexar County Water Control and Improvement District #10, created in 1955. Its water comes from four Edwards Aquifer wells, which the district describes as moderately hard.

- Universal City runs its own utility. The city’s Utilities Division pumps from city-owned Edwards Aquifer wells, and when Edwards pumping is restricted it has used Carrizo-Wilcox Aquifer water from the Schertz-Seguin Local Government Corporation.
- Homes with some years on them. Both cities grew in the late 1950s and 1960s, so many original houses are well past 50 years old, with aging drain lines, older water heaters and remodel-era repairs.
